Allow snaplock volumes to protected via NDMP

As a user I would like to be able to protect snaplock volumes on NetApp to tape as I need to able to protect this data for compliance reasons.
Add the ability to backup and recover files/directories to snaplock volumes on Netapp Storage via NDMP to tape using dump and smtape
