Select keyboard language during OVA and Hyper-V deployment

As user I would like to be able to select a different than US Keyboard during the DPX and VStor OVA deployment.

Able to select different keyboards( EN, UK, DE, FR, CN,)
Should remember the settings
Setup for vStor and DPX
